The context: why NASA launched this study
In June 2022, NASA announces the creation of a independent working group on UAPs. Unlike military programs (AARO), this group is composed exclusively of civilian scientists and operates outside of defense secrecy. The stated objective: to evaluate the available data, identify the gaps, and formulate recommendations for a rigorous scientific approach to the phenomenon.
The report is published on September 14, 2023. It is entirely public, accessible on the NASA website.
What the 33-page report actually says
The group is made up of 16 researchers — astrophysicists, atmospheric physicists, specialists in oceanography, astral biology, law. It is chaired by the astrophysicist David Spergel.
The central conclusions of the report:
- Lack of evidence of extraterrestrial origin : the available data do not allow us to conclude that an observed UAP is of non-terrestrial origin.
- Lack of systematic data : most incidents are not documented with sufficiently calibrated sensors to allow rigorous scientific analysis.
- Call for destigmatization : The report notes that fear of ridicule deters qualified witnesses from reporting sightings — which creates bias in the data.
- Role of AI and machine learning : recommendation to use processing algorithms to cross-reference data from multiple sensors.
- Call for coordination : NASA must play a role in a coordinated government approach.
