NASA's UAP Report (2023): What 16 Scientists Really Concluded

In September 2023, NASA publishes the report of its independent working group on UAP: 16 scientists, no defense secrets, access only to public data. Their conclusions are clear — and different from what many have said.

The context: why NASA launched this study

In June 2022, NASA announces the creation of a independent working group on UAPs. Unlike military programs (AARO), this group is composed exclusively of civilian scientists and operates outside of defense secrecy. The stated objective: to evaluate the available data, identify the gaps, and formulate recommendations for a rigorous scientific approach to the phenomenon.

The report is published on September 14, 2023. It is entirely public, accessible on the NASA website.

Official findings

What the 33-page report actually says

The group is made up of 16 researchers — astrophysicists, atmospheric physicists, specialists in oceanography, astral biology, law. It is chaired by the astrophysicist David Spergel.

The central conclusions of the report:

  • Lack of evidence of extraterrestrial origin : the available data do not allow us to conclude that an observed UAP is of non-terrestrial origin.
  • Lack of systematic data : most incidents are not documented with sufficiently calibrated sensors to allow rigorous scientific analysis.
  • Call for destigmatization : The report notes that fear of ridicule deters qualified witnesses from reporting sightings — which creates bias in the data.
  • Role of AI and machine learning : recommendation to use processing algorithms to cross-reference data from multiple sensors.
  • Call for coordination : NASA must play a role in a coordinated government approach.

ℹ Main recommendation

  • Appointment of a UAP research director within NASA → Dr. Mark McInerney appointed in 2024.

What the report doesn't say

⚠ What this document is not

  • This is not a confirmation of inexplicable phenomena.
  • This is not a denial of an extraterrestrial presence — it is an observation of the absence of sufficient data.
  • This is not a military report — it does not have access to DoD or AARO classified data.
  • It does not validate the testimony of Grusch or other whistleblowers.
