The July 26, 2023 hearing — what happened

Le July 26, 2023, the U.S. House of Representatives National Security Oversight Subcommittee is holding a public hearing titled “Unidentified Anomalous Phenomena: Implications for National Security, Public Safety, and Government Transparency”.

This is the first UAP hearing in public session since 2022, but above all the first to receive witnesses so directly involved: a combat pilot who observed a UAP, another who saw repeated incidents, and a former intelligence officer who made allegations of cover-up.

The three witnesses — what they said

David Fravor — Cdr, USN (ret.)

Commander Fravor gave a detailed account of the 2004 Nimitz incident (see dedicated file). He reaffirmed that the observed object was real, that its trajectory was incompatible with known technologies at the time, and that the subject had been systematically avoided in his career.

Ryan Graves — Lt. Cdr, USN (Ret.)

Lieutenant Commander Graves described regularly observing unidentified objects during training flights over the Atlantic between 2014 and 2015, from his base at Naval Air Station Oceana. He founded Americans for Safe Aerospace to warn of the risk these objects represent for aviation security — not only military but also civil.

David Grusch — Former USAF Intelligence Officer

David Grusch made the most striking statements: he asserted, under oath, that the US government has secret programs to recover "non-human intelligence" objects, that people had been injured or killed protecting these programs, and that he himself was the victim of retaliation for reporting these facts to the Inspector General of the Intelligence Community.

What this hearing changed — and what it didn't prove

✓ What is established after the hearing

  • The US Congress officially heard, in open session and under oath, from military pilots and an intelligence officer on the subject of UAP.
  • Members of both parties expressed the need for more transparency — bipartisan vote.
  • Grusch formally filed a complaint with the DoD Inspector General before the hearing — his complaint was found admissible and credible in its classified portion.
  • The UAP (National Defense Authorization Act) legislation was strengthened following this hearing.

⚠ What the hearing did not demonstrate

  • Grusch did not produce any hardware parts. His allegations are based on third-party testimony he says he has collected — not on direct observation.
  • The existence of non-human object recovery programs has not been confirmed by any official document published to date.
  • The Pentagon denied Grusch's specific allegations in its unclassified section.
